The Motorola Moto G 3rd Generation is supported by the rSAP app starting with installer app version 2.5.9. The necessary baseband EFS file can be created with the installer app, there is no need to run QPST on a PC. "Factory Test Mode" must be set, so you have to reboot and restart the installer app several times.
How to root
The easiest way to root the Moto G may be to use Chainfire's CF-Auto-Root like described here:

It also works with the "usual" root procedure:
- get TWRP recovery and boot it with "fastboot boot twrp-xxx.img"
- flash the latest SuperSU zip file in recovery
